In the first picture it looks like you still have the shock for the tilt wheel in place? This bolt appears to be the pivot point for the tilt wheel - I would try un-mounting one end of that shock and see if the pressure thats released allows you to remove the bolt...

 

My thoughts exactly! Shock must be removed first!

 

Remove the shock and work the tilt up and down while you turn the bolt out. Or you can get it with a punch from the other side.

On my 08, I removed the shock and then took a small punch and knocked it out. Really gummed up, make that and the shock plunger (it was frozen in position) a new maintenance procedure every few months...........
