What does the BLM RZR have in it?

At the drags on Presidents Day after the guy on bike got hit by a rail and then the RZR starting burning to the ground not far away we watch the BLM (?) RZR that I have never seen before haul the mail to the fire. Sure did not look like a stock motor at all as two of them in there and really movin plus after he crossed the road almost looked like a small wheelie and huge roost accross the road. Someone build this and donate it to them like some of the rail manufactures have?

In my mind there should be a limit to what they spend and what is really needed? Do they honestly need a funco 75K vehicle for Pismo? Wouldnt a 20 to 30K rail be fine enough especially for such a small area? Glamis is a little different story but still how much is too much. It apparently seems like they have crossed the line with what is reasonable.

This RZR looked very "crude" atleast from the distance I was at (never got closer than 50 yards). I first noticed it pulling someone over to check for tags or something similar. I dont think it had any obvious markings on it either similar to how some of them ride plain quads to become more stealth. Only official stuff I could see was the flashing lights built into the rear of the cage. Certainly looked like long travel kit but maybe just an S with offset wheels. Not even sure the cage had paint on it and can only assume it was a green plastics as again it looked very "crude". Was just shocked to see the top speed it reached in the distance and the roost ... someone was having fun in it so we might see the bills for tranny repairs in it too LOL.
