You do not need the white washer on the EPI belt. But that is a different issue.
Yes, the springs can fatigue and wear out, especially if over heated.
If your clutch was that hot and the belt blew, then the washers on each side of the bearing in the primary are probably gone too. Take out the belt and look for them. also check to make sure the bearing spins easy.
It is probably time to take the clutch in for a rebuild. New bearing, buttons, bushings, etc.
In my opinion I would loose the filter to the clutch intake. a little dust will do less damage than restricted air flow and a hot clutch. JMHO
