Hi everyone just looking for some help. So I just got a rzr that does not run good. I pulled the valve cover because I was hearing valve clacking noise and one rocker is loose. When turning over the motor it clearly does not fully push the valve like the others. I have already pulled the rocker and the pushrod seems to be perfectly fine. Does this mean it has a bad camshaft?

Very likely yes the cam has worn a lobe out. Which means the lifter is toast also.

He just changed cam shaft without pulling motor.

That being said, if it was mine and the lobs were wiped off cam, I WOULD pull engine and go thru it.
Only way you will get all the metallic debris out of the oil passages and bearings.

You can pull the lifters without removing heads, just rocker arms.
Pull the lifters and post a picture of them.
