If you have an OHV registered in another state be prepared that Utah is doing away with their reciprocity for registration. You’re going to need to follow some new rules which include buying a new non-resident permit that’s good for one year.
Please share for those from out of state coming to recreate in Utah.
If I read this right there is still reciprocity with other states for license plates for being street legal but if you want to ride to ride off road you are going to have to buy a annual $30 sticker. This will take effect in 2020 so my Moab trip this year won’t be impacted.
I buy the $30 sticker every year even though I have reciprocity. I do this to support the riding areas. The $30 is a pretty small piece of what I spend getting to and staying in Moab. If 30 bucks stops you from going to Moab then you probably can't afford it anyway. What is going to stop me is the huge price increases at the campgrounds and motels in the last couple of years. Archview campgrounds is a perfect example.

I agree with Dwight. $30 is about 1% of what I spend to go to Moab. My main concern is the precedent of non reciprocity with other states. I ride in a four state area and all have reciprocity with each other for OHV permits. The cost of a permit isn’t the issue, it is “what’s next?” That bothers me. Not recognizing street legal plates? This won’t stop me from going to Moab once a year. So when I see the Utah riders riding the Oregon dunes without an Oregon OHV sticker maybe I should ask them why they aren’t supporting my states OHV program . By the way Oregon is $10.50 for a 2 year permit good from the month you purchase it. I am glad to see people from out of state riding here. They are doing their part supporting the local economy thru meals, fuel, camping, hotels etc. It is just another short sighted politician making a grab for money from out of staters. Hopefully the bill doesn’t pass but if it does then it will be one of the few detractors from an awesome experience in Moab.
Idaho has passed a bill, I believe it was completed, everyone will have to buy an ATV permit, $12 a year. We live in Washington but here there is very little trail system in the SE part of the state. We have been licensing in both states for the last seven years.
We do most of our riding in Idaho due to the miles of trails and roads available to the sport. There are many more miles of trails for the size of the state than in most states.
As I understand Montana has reciprocity with Idaho but not Washington, kinda screwy. My step son works for the Fed FS, he tells us around Libby you can't get off the road in the USFS lands but you are free to ride the roads!?????
The interesting thing is that when you question the land managers why, they all start pointing fingers at someone else, it's because of somebody else, no responsibility.
I always thought it was just the registration the was reciprocating, and you still had to buy a land use permit anyway? Otherwise you had to pay out of state registration fee, AND a land use permit? That's the way quite a few other states are, 2 fees if out of state.
I too don't mind paying a land use fee as long as the funds are used for their intended purpose. What bothers me is that they keep coming back to the motorized user for more when there is the untapped resources of mountain bikes. Just saying.
Nope, I love everyone. Just feel singled out. I'm just an old fart that enjoys my sxs, atv, dirt bike and my pedal assist E bike. (great cardio, less knee joint stress) Have just gotten annoyed over the years as my recreational opportunities shrink and I am ask to give more. Then, to top it off, I'm riding on a designated motorized single track with my current OHV sticker and I get the stink eye or cursed at from the pedal head and horsey rider. I'm just trying to get down with the current theme of everyone having to "pay their fair share". You are so right on principle & waste!

lol, I agree, (well sort of, I really think that we shouldn't have to pay anything...seeing as I pay taxes and all to begin with, and it's public land... back to that waste thing..) was just givin ya hell. It's drives me nuts that we get that stink eye... you can ride a pedal bike damn near anywhere, yet we stick to desgnated trails for motorized travel and get looked at like we're the most evil on the earth
We in the upper Midwest have to buy a trail pass to whenever we go to a neighbor state, so that is not something new. I live in MN and to ride WI or the Dakotas we have to purchase trail passes, and as others have pointed out I don't mind doing so, and I am just HOPEING the funds go to trail upkeep!
I guess the tax income from the motel we stay in, the food we buy, the gas we use, the parts we buy for our toys and everything else we have to buy when we stay in Utah for a week to two weeks at a time is not generating enough income for the State of Utah. So now we have to pay a $30 tax to unload our toys from our trailers and trucks, nothing more than greed.
I guess I might as well sell my RZR then because if I have to pay $15. $20 $25 $30 or up to ride in every state, I ride in I can't afford it on fixed income. I am retired and loss every thing to a wild fire and could not afford to rebuild, so now I live in a RV and travel, hopping to go ride all the places I have been reading about all my working life. I liked Moab, and the Great Swell, and I was hopping to see other parts of the state. I guess if you plan on staying a week or so $30 isn't so bad, when you are just passing through, and only staying a couple of days it is not worth it so I guess after this year I will probably wont be spending any time, or money in Utah. I think like the rest of you that the motorize people are being single out. What about Hikers, Horses, MT Bikers, Rock Climbers, they don't have to pay a uses tax, which that is what this is. If everyone thinks like I do and stops going to Moab it will hurt the economic of the state and towns, in Utah. That my $.02.
With a RZR, two quads and a dirtbike, that $30 a year is bit much, especially at times two because I have to pay it in NV also. I guess the roadwork in the Virgin River gorge couldn't have come at a better time. That just made the drive from Vegas unbearable, so this year will be spent camping in AZ. Might have to make it a regular thing now if Utah wants to double charge me.
The problem is in AZ I never see money being spent on trails, its seems all they do is hire more enforcement officers.
If UT passes this then all the other states will do the same.
I plan on going on a state hoping trip this summer, spending 2 or 3 days in each state.
So 3 days in UT is going to cost me $10 per day plus camping fees.
So while this is apparently "old" news....I am not OK with this and will have a hard time ever being OK with it. Think about it for a moment....it's not the $30 from an individual....it's the consistent targeting of our sport "off-roading" under the guise of improvements and betterments.
We already pay....just like any other activity, a fee to get into the park. Are people from out of state who go for a hike, mountain bike, or ride their horses going to be required to pay an extra "fee" to maintain those paths?
How about those that boat...a separate fee for that too? You see what I'm getting at....it's not $30.....
I call BS, this is purely a money/power grab and in my opinion, in it's infancy. for those that are OK with this, will you be OK wit it when they require state mandated insurance on your vehicle to "ride" that that state? How about if besides a vehicle permit, you need ad OHV driving permit? Possible? Why not?
If this continues to grow unchecked, what else is up their sleeve?
IF you guys think $30 a year to buy a Utah out of state permit is ridiculous try paying the in-state resident fees. Talk about highway robbery. The actual permit isn't bad at $35 but then you have to pay an age based uniform fee (basically a personal property tax) and any other taxes and fees deemed necessary for your county. It was about $100 to register my RZR last year if I am remembering correctly and around $60 for my 4wheeler. Compare that to my family that lives in Idaho where it is only $10-15 per machine.
I also agree it is getting pretty ridiculous to have to register for every state. It definitely adds up, especially if you are taking multiple machines. If you were planning on taking 4 dirt bikes with you that would be $120, that could cut an entire day off your trip because it would be either register the bikes or stay an extra night in the a hotel room which could also be he difference between someone coming to Utah or deciding to go to another place. I certainly hope this does not turn into a stepping stone to start launch a whole new round of fees from. Lets get some registration stickers on those mountain bikes and horses. They can beat up the trails just as bad as anyone else.
So this just keeps getting worse....Arizona has implemented the same thing effective 9/1/2019.
For me to ride in that state, there is another $30/year....holy crap!

$22/yr to register in my home state of NV
$30/yr to ride in Utah...Sand Hollow, Coral Pink, Moab.....
$30/yr to ride in Arizona....Chloride, Bullhead, Kingman....
$120/yr to ride at Dumont Dunes or $30/40 per weekend if I only go once or twice
$150/yr to ride at Glamis or $35/weekend if I plan and buy in advance
$20/yr to ride "California City" in the Mojave Desert.
Oh and for some of those locations, there is still the park entrance fees....
What is unbelievable is Kamifornia still has a reciprocity with your state if you are currently registered in that state.....go figure.....
Yea....$30 isn't bad.....:rofl3: but there is a breaking point, gonna have to be more selective where I ride.....looks like NV will be getting more of my tax dollars for fuel, food, camping, etc.....
Thank God I'm down to only having my RZR...if I had the "Fleet" still....it would be a no brainer!!
07turbo, while I understand the practice of charging for out of state OHVs has been practiced for years in other states, it is absolutely a discriminating act.
Do these parks charge hikers or mountain bikers who visit from out of state, a separate fees for maintaining trails? Nope.
So because it’s motorized, a fee is attached??? We are being targeted as a whole group.
This is a money grab straight up....hell, AZ outright states 30% is for road/hwy maintenance.
So as long as it’s a “fee” the government can charge whatever it wants without a vote .....
