With that said, something is keeping that machine from reaching the proper shift out. You should be seeing 8K+ Shiftout then slowly climbing to the rev limiter. Even on 33" Tires on stock clutching I'm hitting 8K rpm shift out. You've got a lot of miles on your clutches though at 5K. Can you confirm the parts are not wore beyond spec? When it hits the shiftout does it continue to climb or just hold at that rpm?
As I said in the first post, it did this before and after I replaced the Primary with a new Polaris P-85 clutch with a Dalton oversize tire clutch kit and a new Hunterworks belt. It revs (in both low and high gear) to 7500 rpm and lays down to about 6500 rpm, then will shift slowly out by milking the throttle to get about 55 mph, but still only at 6800 to 6900 rpm. I've had the secondary apart to check the rollers and replace the helix with the Dalton helix. All looks well in the secondary. I had installed new Hunterworks rollers in place of the square pucks when the machine was new. All rollers are still at "new" specs. I am inclined to think this is throttle mapping, but have no way to verify this. My buddly's 2017 TRE is doing nearly the same thing with 55 mph being his top speed also.
I'm well aware of speed limiters, on my HLE it is 70MPH the throttle plate closes up. It would be interesting to see you have that machine tuned to see the difference.
