First off I want to say that I have never been down there to see what occurs first hand and am going off of what I am reading here and in the link you posted.
What do you find or classify as "harassment?"
After reading the some of the non-specific complaints of just saying they were "harassed" for no reason, vs some that complain they were "harassed" because the BLM "checked my registration for no reason," "I let off one firework and they searched everything," "they put up a check point that is a gestapo tactic," "he had his hand on his gun" or my favorite " I was awakened by a BLM officer at 630 for not picking up my trash." Your on public lands, which means the law is enforced, the vehicle code applies. Public lands does not mean its a "free for all to do whatever they want."
Officers only need reasonable suspicion that a violation has occurred. The average stop takes no longer than 10-15 minutes with the issuance of a citation. They can take a "reasonable amount of time" to conduct their stop. If they want to do a full inspection of the vehicle, they can. I'm sure those that have had their rzr stolen would love to ensure officers are checking VIN's.
I have run across my fare share of A$$ hole officers in Pismo, and have seen them do some chickenS$*$ things but are still within the law. There are thousands of sections of the California Vehicle Code, Health and Safety Code, Penal Code, Business and Professions Code, Welfare and Institutions Code, some which are ridiculous but are there for a reason.
I would suggest that if you feel your rights have been violated, you might want to go straight to the ACLU.

If they did not understand the laws, they would not have graduated from an academy or that officer was trained poorly. They do the ZERO TOLERANCE because people get hurt because there are many that drive with willful or wanton disregard for the safety of persons or property. Why not contact the media or check the newspaper and find out how many were arrested for DUI or other crimes.
If you have a problem with an individual officer, ask for his supervisor or go to their office and file a complaint and explain why. Do it calmly and rationally. If they do nothing, take it to the next level and talk to the Lieutenant or Commander. This may not be the first time the officer was out of line.
Don't get me wrong, there are some officers that forget about the letter of the law vs the spirit of the law.
Yes, I know you are speaking your mind, I get it, First amendment. I am not taking away from that, but I would get your facts straight before you say your rights have been violated or at least explain why in greater detail.
