Throttle sticking and it's 70* outside

So I took a short ride tonight around 10 miles or so. I'm going up this mountain and I slow down to wait on my dog who always goes with me. When I slow down I notice that my idle is still running high, not wide open though. I thought maybe some debris got around the pedal or the cable so I kick the pedal and it still does the same thing. I jam it up in neutral and it finally settles at an idles of 1940. Much higher than what it should be, which I think is around 1300 or so. I wrap up the ride and head home and it never tried to stick wide open or anything, but would cruise at around 2900-3200 on the tach without me hitting the gas. I get home and pull it in the garage, I reach down and pull the gas pedal back and it idles back down to normal. Hit the gas again and it starts idling high again. Something is making the pedal stick at a certain point and not coming back to the stopping position. I do not see anything that is causing this, anyone got any tips?
